You do indeed need vehicle repair kits, as parking spaces do NOT recover cars even with an automechanic and a machine shop. What I can tell you is that I did my ENTIRE Valley run with an auto-mechanic who was 100% worthless for anything, at all, at any point, in the entire game. I finished my game in the valley yesterday and am searching for my own info on Mhor and Mhor base so I can pick a base for my foothills playthrough.
